After voting, anyone may finalize. A passed decision can be executed once its notice deadline has passed.

Representative registration is optional for voters. To submit proposals, register with a 1M YAN self-stake bond locked for 365 days. Each representative may propose once every 7 days.
Passed listing removal and restoration decisions are executable. Treasury proposals are advisory: votes cannot move the team wallet’s assets or rewrite immutable contracts.
Listing removal and restoration are binding and anyone can execute a passed decision. Payments do not prove X account ownership. Removed records remain in history, cannot be purchased again, and are not refunded. Treasury circulars are advisory: the Bank of Yan team controls the treasury. Certificates are not voting seats.
